Expert Bio

Jeremy Carter is interim executive associate dean and professor in the Paul H. O’Neill School of Public and Environmental Affairs at IUPUI. He is a nationally recognized expert in law enforcement intelligence, policing, crime analysis and place-based interventions of crime. His research leverages quantitative modeling of administrative systems data in addition to original survey and qualitative interview data.

He has secured roughly $2 million in research support from the National Science Foundation, the National Institute of Justice and the U.S. Department of Homeland Security, among others. All of his research projects have been collaborative efforts with police agencies across the United States.

Carter has partnered with more than 20 police departments on research activities, each of which required on-site data collection and management. He currently has active projects with the Chicago, Kansas City and Indianapolis police departments. His translational research with police agencies earned him the President’s Award from the International Association of Law Enforcement Intelligence Analysts.

He has published 40 peer-reviewed journal articles and several additional proceedings and edited volumes. He has also served as chair of the National Institute of Justice Standing Scientific Review Panel.
