David Rutkowski is an associate professor with a joint appointment in educational policy and educational inquiry at Indiana University. His research focuses on educational policy and educational measurement, with specific emphasis on international large-scale assessment and program evaluation.
Before IU, Rutkowski was a professor of educational measurement at the University of Oslo, Norway, where he still holds a Professor II appointment. He also worked as a researcher for the International Association for the Evaluation of Educational Achievement in Hamburg Germany. He has collaborated with or consulted for national and international organizations including the U.S. State Department, USAID, UNESCO, the IEA and the OECD. He has worked on and lead evaluations and projects in over 30 countries.
Rutkowski is the editor of the IEA policy brief series, serves on the IEA publication editorial committee and is a board member of several academic journals. He has published numerous peer-reviewed articles, is co-editor of The Handbook of International Large-Scale Assessment, and recently co-authored the book The Global Education Race: Taking the Measure of PISA and International Testing.View full bio
