Expert Bio

Carrie Foote is a professor of sociology at IU Indianapolis, where she teaches courses on the sociology of health and illness, HIV/AIDS, mental illness and qualitative methods. She leads a statewide movement for HIV criminal legislative reform, the HIV Modernization Movement-Indiana; played a central role in the global Prevention Access Network HIV Undetectable=Untransmittable health campaign; and worked with the CDC and Indiana Department of Health to address a local public health HIV crisis among people who inject drugs in Scott County, Indiana.

She forged numerous campus-community partnerships and changed the lives of undergraduate students through her signature service-learning course on HIV/AIDS. Her civic engagement work has been recognized by academic and community awards, grants, media appearances, community partners, state legislators and professional peers.

Her current research focuses on HIV criminalization reform in which she is collaborating with the UCLA School of Law Williams Institute to analyze court cases under Indiana’s HIV criminal laws.

She received her Ph.D. from the University of Colorado, Boulder, in 2002, started working at IU’s Indianapolis campus in 2002, and has been living with HIV since 1988.
